When the American Civil War broke out in 1861, few expected it to last very long or to cause such epic change and heartrending tragedy. Yet many feared this cruel war's economic consequences and hoarded coins, causing an extreme shortage. So, the U.S. Mint proposed a new denomination, a 2 cent coin to replace the privately issued, coin-like tokens used as substitutes. This new coin could also bring comfort, expressing the religious ideas the war inspired. Mint Director James Pollock had Chief Engraver James B. Longacre develop patterns for the new two-cent piece, with the final coin design signed into law by President Lincoln on April 22, 1864.
